The Deaf and Hard of Hearing Services Division (DHHSD) offers statewide services to individuals of all ages who are deaf, deafblind and hard of hearing, as well as to families who have a family member with a hearing loss. Services include direct consumer assistance (including the DeafBlind Consumer Directed Services Program), information and referral, mental health services, assistive technology demonstration labs, Employee Equipment Loan Program, etc. DHHSD oversees the Telephone Equipment Distribution (TED) Program, loaning out telecommunications equipment to eligible individuals with a hearing loss, physical disability or speech impairment. DHHSD provides training seminars and offers consultation to human service providers, employers/businesses, schools, etc., on hearing loss issues and trends, Deaf Culture, assistive technology and other topics. DHHSD also provides grants for community-based services.

DBSM provides community support services in the form of Support Service Provider (SSP) services for deafblind adults through our Adult Community Services. DBSM’s ACS also provides independent living skills training and supports for deaf, hard of hearing, deafblind and blind/visually impaired Minnesota residents who are referred through the Medicaid Home and Community-based Waivered Services system (the CADI and EW waivers). DBSM’s Children, Youth & Families program (CYFS) provides Intervener Services for deafblind children and their families in the home and community setting and support for parents of deafblind children. DBSM provides social, rec & leisure activities for deafblind adults via Vision Loss Resources’ Community Center program and collaborates with Career Ventures, Inc. to host DB Club, a monthly social time for the deafblind community and other persons interested in socializing with them.
DBSM’s parent company, Vision Loss Resources, Inc., provides adjustment-to-blindness rehabilitation training services for hearing-blind and deafblind adults (typically referred by State Services for the Blind).
